State law establishes firm rules for how policies work, helping you understand what you're buying. Every insurer and agent must follow the consumer protections set out in the state statute:

  • A waiting period is the stretch of time between buying a policy and coverage starting. Illness and orthopedic waiting periods can last no more than 30 days.
  • Policies can't include a waiting period for accidents. At renewal, an insurer can't apply one again.
  • During a free-look period, you can cancel a new plan and receive your money back. You may send a new policy back within 30 days of receipt for a refund of the premium.
  • A pre-existing condition means a health problem that your pet showed before coverage began. Pre-existing status applies only when a condition appeared within 180 days before coverage starts.
  • When an insurer rejects a claim as pre-existing, it must prove that the exclusion applies.
  • You can read exclusions before you buy because insurers must disclose them, such as chronic, congenital, hereditary, and pre-existing conditions.
  • Routine-care wellness plans cannot be marketed as pet insurance, and you cannot be required to buy one to purchase coverage.
  • Before selling a plan, agents must be licensed and finish pet insurance training.

Vermont pet insurance companies

Across all 50 states, plans are offered by Spot, Embrace, Fetch, Pumpkin, and Nationwide. Trupanion provides coverage nationwide as well (not everyone in every state may have access to all products or discounts).

When comparing options, watch for a state restriction tied to a retail brand partnership. Through Chewy CarePlus, Trupanion plans aren't offered in Vermont, Alaska, California, or Hawaii.

No official state price averages are published in Vermont, so national figures offer the nearest benchmark. The North American Pet Health Insurance Association tracks average policy costs throughout the U.S. A dog’s accident and illness plan averages $70 monthly, with an annual average of $836. For cats, the same coverage has an average monthly price of $36 and an average annual price of $435. They represent national figures rather than Vermont figures. The price quoted for your pet depends on its species, age, breed, and ZIP code.

Vermont: how to submit a pet insurance complaint

You may request help from the state regulator if an insurer rejects a claim without evidence or breaks a state rule. Consumer insurance disputes are handled by the Vermont Department of Financial Regulation, which also oversees carriers.

Before starting, collect your policy documents, veterinary records, and claim letters (ready documents help the reviewer see what happened). After that, you can submit your dispute online on the department's insurance complaints page.
