No waiting-period requirements are set by state law. A waiting period is the number of days after buying a policy before coverage begins. State law does not establish a free-look period specific to pets. That period is the window for canceling a new plan and getting a full refund. According to the NAIC model law report, these plans are regulated by the state under general property and casualty insurance law.
Owners in the United States insure 4.27% of pets. The insured share is 5.99% among dogs and 2.29% among cats. In North America, 7.6 million pets are covered, while the Utah Insurance Department supervises the companies offering plans in Utah.
Utah pet insurance laws
State lawmakers haven't enacted a separate pet insurance statute. Without a pet-specific act, general property and casualty rules apply to these policies, according to an NAIC background report.
Your policy's own terms determine the waiting periods and the rules for refunds during the free-look period. The contract defines a pre-existing condition as an illness or injury for which your pet showed signs before coverage began. Check the sample contract before you buy so you understand its exclusions.
The state's license types identify pet insurance as a named limited line of authority under Utah Code Ann. § 31A-23a-106. Related activity in the NAIC state tracking report includes that 2023 law. A legislative research brief says pet insurers need a limited line license and are exempt from the licensing exam.

How do you file a pet insurance complaint in Utah?
You may contact the state regulator if direct resolution of a billing or claim dispute with your insurer isn't possible. The Utah Insurance Department regulates insurance companies and handles consumer complaints.
Save copies of vet records, invoices, company messages, and your policy contract so you can attach them. The department's online complaints portal lets you submit your report and ask the state to review your case.
