The waiting period counts the days between your policy purchase and the start of coverage. Under Title 40, Chapter 47, insurers may not set a waiting period for accidents. For illnesses and orthopedic conditions, insurers cannot set waiting periods longer than 30 days.
State rules give you 30 days after you receive a new policy to return it during the free-look period. For an insurance policy, the premium is the amount you pay. National accident-only averages are $16 monthly, or $190 yearly, for dogs and $9 monthly, or $112 yearly, for cats.
Pennsylvania pet insurance laws
State lawmakers adopted dedicated pet policy rules through Act 19 of 2024, effective 180 days after June 10, 2024. Within sections 4701 to 4711 is the law, which the National Association of Insurance Commissioners records as a model adoption.
The statute also adds requirements for insurers and agents, on top of the waiting and return rules:
- Insurers can't apply a waiting period again when your policy renews.
- A pre-existing condition refers to an illness or injury that your pet had before coverage began. When a company denies a claim as pre-existing, it must prove that the exclusion applies.
- Before selling policies, agents must hold the proper license and complete the training that same section requires.
