Oversight of insurers and agents offering local pet-owner plans belongs to the Ohio Department of Insurance. In North America, 7.6 million pets have coverage for vet bills. In the US, basic accident-only policies for dogs average $16 a month ($190 a year), while cat policies average $9 a month ($112 a year).

Ohio pet insurance laws

Chapter 3970 state statute gives buyers specific protections that begin when a policy is received and run through renewal. The law limits how companies use waiting periods. This is the time after buying a plan and before coverage begins:

  • Accidents: The law does not allow a waiting period.
  • Illness and orthopedic limits: Waiting periods cannot exceed 30 days.
  • Policy renewals: When a policy renews, insurers cannot apply a waiting period again.
  • Cancellation rights: The free-look period gives you 30 days after first receipt to cancel a new policy.
  • Pre-existing conditions: The law establishes a single definition, covering vet advice, treatment, or signs seen before coverage begins or during a waiting period.
  • Excluding a claim: When an insurer refuses a claim as pre-existing, it must prove that the exclusion applies.

The state code also sets separate rules for routine care and sales practices. Wellness plans cover routine vet visits, but they can’t be advertised as pet insurance. Sellers cannot make buying a policy conditional on purchasing a wellness plan. Before selling coverage, agents must hold licenses and complete specific training.
