The Montana Pet Insurance Act came out of House Bill 78 and went into effect on October 1, 2025. That date matched the default October 1 schedule set out in Montana Code Annotated section 1-2-201 for Chapter 40, Laws of 2025. Sections 33-24-401 to 33-24-409 fall under the statute, which is recorded as a model law adoption.

Across all 50 states, major carriers sell plans, but insurance covers only 4.27% of pets in the United States. That share covers dogs at 5.99% and cats at 2.29%, part of 7.6 million pets insured across North America.

Clear rules cover policies, waiting times, and sales practices under state law. A waiting period covers the days between buying a policy and the point when coverage starts paying for vet care. After you receive a new policy, you have a set window to cancel it and get a refund; that window is the free-look period.

Montana pet insurance companies

Local pet owners can choose from national carriers that publish availability throughout all 50 states:

  • Nationwide and Pets Best offer coverage in each of the 50 states and also in Washington, D.C.
  • Plans from ASPCA Pet Health Insurance and Embrace are sold in all 50 states.
  • Trupanion offers plans for all 50 states, plus D.C. and Puerto Rico (discounts and products may not be available to every person in every state).
  • You can buy AKC Pet Insurance plans in all 50 states (not every feature is offered in every state).

The North American Pet Health Insurance Association report provides national figures rather than Montana figures, and it doesn't give a state share of insured pets. Those U.S. weighted averages put a dog's accident and illness plan at $836 a year ($70 a month). Cats: $435 a year ($36 a month) is the national average premium for accident and illness coverage. Your actual quote depends on species, age, and breed, plus your ZIP code.

Montana: how to file a pet insurance complaint

You can report a dispute to the state regulator over a claim denial, a refund, or how an agent acted. State insurance law is enforced by the Commissioner of Securities and Insurance, Montana State Auditor, which oversees insurers. The agency's official complaint page lets you submit your complaint online.
