Pet Insurance in Illinois

Pet insurance Illinois owners buy is regulated by general property and casualty insurance law in the state, not by a separate pet insurance statute.

No state law addresses only pet policies, so your contract controls coverage rules, the refund period, and how long you must wait. The waiting period is the count of days between buying a plan and the start of coverage. According to national price data, a U.S. accident-only plan averages $9 a month for a cat and $16 a month for a dog.

The companies selling these policies are overseen by the Illinois Department of Insurance. In the United States, 5.99% of dogs have coverage, and cats are covered at 2.29%, according to NAPHIA industry figures.

Illinois pet insurance laws

Illinois has no law devoted solely to pet insurance. General property and casualty law covers pet policies, which the NAIC pet insurance report lists as inland marine coverage. Inland marine coverage is a property insurance category for movable goods and domestic animals.

Lawmakers brought HB 3595 in the 104th General Assembly forward to create a Pet Insurance Article. A Senate amendment substituted all text following the enacting clause, which removed the pet insurance provisions. Public Act 104-0480 enacted the bill, but its subject was early care and education. The NAIC model law tracker lists no current activity for the state.

We suggest you read the contract terms carefully before you buy (or renew) a policy. Because no dedicated state statute applies, your policy sets your waiting periods, your free-look period, and your pre-existing condition rules. The free-look period gives you a short window after purchase to cancel a new policy and receive a full refund. Signs of an illness or injury that your pet showed before coverage began make it a pre-existing condition. The regulator's pet insurance consumer resource offers general shopping advice.

A few national insurers publish availability in all 50 states, and specific features can change from place to place:

  • Plans from Nationwide are offered in every state and DC.
  • Plans from Trupanion are offered throughout the country, including Washington, D.C., and Puerto Rico; however, not everyone may have access to its products and discounts in every state.
  • Some features of AKC Pet Insurance aren't offered in every state, though the company operates nationwide.
  • Plans from Spot, Embrace, and Fetch are also offered nationwide.

For dogs, NAPHIA cost data reports a U.S. average accident and illness premium of $836 yearly, or $70 monthly. The U.S. average for a cat accident and illness plan is $435 a year, which is $36 a month. Those numbers are national figures, not Illinois figures. In NAPHIA member data, the state's share of U.S. gross written premium is 3.2%. The quote you get varies with the species, age, and breed of your pet plus your ZIP code.
