Florida's Pet Insurance Laws

How policies work and how claims are decided is strictly limited by consumer rules in the Pet Insurance Act. A waiting period is a fixed number of days between buying a policy and when coverage begins paying for care. All Florida pet insurance policies must follow the rules listed here:

  • Accidents: The law does not allow a waiting period for accidents.
  • Illnesses and orthopedic issues: Sickness and orthopedic condition waits have a 30-day maximum.
  • Policy returns: After you receive the policy, you have 30 days to review it and return it. Often called a free-look period, this review window lets you read a new policy and, if you choose, cancel your policy.
  • Pre-existing conditions: Under state law, a pre-existing condition means vet advice, treatment, or signs seen before coverage starts or during a waiting period.
  • Claim denials: An insurer that turns down a claim on pre-existing grounds must prove the exclusion applies.
  • Agent training: Before selling pet coverage, insurers must ensure that their agents are trained on it.

To change pet insurer disclosure requirements, lawmakers also introduced CS/SB 158. The bill died on March 13, 2026, in the House Insurance and Banking Subcommittee.
